Bajo la presión de los edificios inconclusos que son un recordatorio de su burbuja inmobiliaria, el Banco Popular de China (BPC, el Banco Central) ha lanzado una serie de medidas monetarias para revitalizar su economía.
Este paquete de estímulos incluye la reducción del tipo de interés de referencia y la disminución del tipo hipotecario para viviendas existentes. Además, una rebaja en el coeficiente de reservas y un paquete especial para incentivar el mercado bursátil. De acuerdo a algunos analistas, se trata del mayor conjunto de incentivos desde la pandemia.
Pan Gongsheng, Gobernador del BPC, ha asegurado durante la comparecencia celebrada en Pekín para anunciar las nuevas medidas de apoyo a la recuperación económica que deben sumar esfuerzos para “promover una recuperación moderada de los precios”.
En este contexto, Gongsheng ha anunciado un recorte del 1,7% al 1,5% del principal tipo de interés del Banco Central chino, el de la operación de recompra inversa a siete días. Bajarán igualmente los tipos de interés de los depósitos y otras tasas.
Las decisiones del Banco Central Europeo y de la Reserva Federal estadounidense anteceden los pasos que han dado un respiro a un cambio de signo en la política monetaria tras contener la inflación.
Este conjunto de medidas busca impulsar la actividad económica. Es decir, facilita el endeudamiento para invertir, promueve el consumo al aumentar la renta disponible, reduce el costo de las hipotecas y baja los intereses en los préstamos personales.
El Banco Popular de China reduce el coeficiente de reserva de depósitos
Otras de las medidas que ha anunciado el Banco Popular de China es la reducción del coeficiente de reserva de depósitos en 0,5 puntos porcentuales. Esto proporciona alrededor de 1 billón de yuanes (aproximadamente 128.000 millones de euros) de liquidez a largo plazo al mercado financiero, según ha explicado el directivo de la institución bancaria.
“Esto ayudará a promover la expansión del consumo y la inversión, y también contribuirá a reducir las amortizaciones anticipadas de los préstamos”, aseguró Gongsheng ante la prensa.
También ha precisado que “esperamos que esta política beneficie a 50 millones de hogares y 150 millones de personas, reduciendo los gastos totales de intereses de los hogares en unos 150.000 millones de yuanes (unos 19.152 millones de euros) anuales de media”.
Entre las medidas encaminadas a revivir el mercado inmobiliario también se ha anunciado el recorte del coeficiente mínimo de pago inicial para los préstamos hipotecarios de segunda vivienda a nivel nacional del 25% actual al 15%.
Estos estímulos llegan en un momento de zozobra económica para China, afirman los insiders. La extensa crisis inmobiliaria y la preocupación de los consumidores por la seguridad laboral en China marcan el escaso crecimiento previsto en el segundo trimestre en ese país.
Mayor estímulo desde los primeros días de la pandemia
Julian Evans-Pritchard, analista de Capital Economics, ha asegurado que se trata del paquete de estímulo “más importante del BPC desde los primeros días de la pandemia”.
“Pero por sí solo, puede no ser suficiente”, complementó. Después aseguró que será necesario un mayor estímulo fiscal para devolver el crecimiento a una trayectoria hacia el objetivo oficial de este año de aproximadamente el 5%.
